Business Office III - Billing Specialist

I.          QUALIFICATIONS

A.                Education/Experience

1.                  AAS in accounting degree with 3 years of experience in full-charge bookkeeping,  payroll, or third party insurance billing

OR

2.                  High School diploma with 5 years of experience in full-charge bookkeeping, payroll or third party insurance billing

B.                 Skills

1.                  Proficiency in general ledger software

2.                  Proficiency in Excel

3.                  Proficiency in Word

4.                  Proficiency in working with databases

5.                  Creative problem solving and self-motivation

6.                  Ability to analyze and work with large sets of data

7.                  Proficiency in general business office  functions such as bank reconciliations, accounts payable and receivable, general ledger journal entries

8.                  Excellent written and verbal communication skills

9.                  Ability to work as part of a team

10.              Ability to climb stairs, bend, stoop, sit, stand, reach and lift items weighing 40 lbs. or less

11.              Ability to legally operate a vehicle in New York State

II.        RESPONSIBLE TO:  Finance Director/Controller 

III.       MAJOR FUNCTIONS

1.      Medicaid, Managed Care and Commercial Insurance Billing

a.       Enter and update client profiles as needed

b.      Monitor and correct data entry by Agency personnel into software system

c.       Data entry, creation and transmission of claims for multiple programs

d.      Check Medicaid eligibility, obtain and update authorizations in billing system

e.       Post remittances

f.       Analyze all claims and follow up on denied claims

g.      Maintain self-pay balances for family counseling program

h.      Develop and maintain a network of managed care contacts

i.        Work with system software vendor to update software with correct programs and rates

2.      Prepare billing and remittance reports for entry into the general ledger by the Accounts Receivable Specialist

3.      Work with Accounts Receivable Specialist to reconcile billing software balances with general ledger

4.      Analyze open balances regularly and prepare write-off memos for approval by division director and CFO as needed

5.      Prepare statistics reports using advanced functions in Excel

a.       Metrics reports for all programs

b.      Specialized Encompass reports

6.      Process twice monthly payments to CMA using advanced functions in Excel

a.       Reconcile billing system reports to determine CMA payment liability

b.      Prepare CMA payment import file

c.       Provide billing data to CMAs as requested

7.      Process incentive payments to CMAs

8.      Attend Health Home Billing and Family Counseling Billing Team meetings

9.      Serve as administrator on eMedNY website

10.  Maintain eMedNY revalidations

IV.       OTHER

1.      Assist and back up other Business Office Functions as assigned

2.      Mail Distribution as assigned

3.      Bank Reconciliation as assigned

4.      Attend meetings and trainings as required

5.      Other assignments and special projects as assigned
